Holds the hose for irrigation.
Holds the hose on the side of the green stalk to keep it from flopping around and damaging plants or wasting water where hose flops out of water basin.

So nifty!
I doubled the clips on my planters so it's easy to spin the tower and reattach the irrigation. Saved so much time watering!
